In some states in America, bars are closed on election day. So you won't make voting compulsory in order to get as many people as possible to participate in the democratic process, but you will make it difficult for people to get a beer on the day.
I don't understand this law at all. Are they scared that incredibly large numbers of people will turn up to vote drunk? If these people are so distracted by the promise of alcohol in the middle of a day on a Tuesday (also known as The Most Ridiculous Day To Hold An Election Ever), then you probably don't want them electing the leader of the free world.
