Ruddock stencil?

There's a thing on Lifehacker today about how to create stencils from a colour photo in photoshop, so you can put the image on a t-shirt. That's fine, except that the accompanying photo looks suspiciously like Philip Ruddock. Who are these people who want a picture of that man on a t-shirt?!

That is a weird example...Or is it? See they may be using that as a example to photoshop and make some anti-government establishment (or something similar) propoganda?
